If you contact accounts receivable at AWS:

(877) 252-0770 aws-receivables-support@email.amazon.com 

 You can ask them about paying your bill.  I believe the process takes a few days, but they can also tell you if your account is about to be turned off.

I would also contact your AWS account representative.  If you're a member at Cloud303 we can look that up for you or get one assigned to you. Those reps can flag your account to prevent suspension while you work this out.
